Tim Willis is a highly experienced construction lawyer and commercial consultant with a career spanning the UK and the Far East. He has advised on a wide range of projects across the construction, engineering, waste, and energy sectors, providing clients with strategic legal support on procurement, dispute avoidance, and resolution. Tim Knee-Robinson {-}

Tim is a Chartered civil engineer and NEC consultant with over 30 years of project experience across a wide range of sectors including civil engineering, highway infrastructure, waste water, energy and building. Tim has experience of working for contractors, clients and consultants.

For over 20 years, he has been successfully delivering NEC procured projects and supporting clients in the implementation of the NEC. This includes undertaking the role of the Project Manager / Supervisor, providing contract advice, reviewing contracts, drafting contracts and delivering training in the UK, Hong Kong and elsewhere in the world.

Tim was a key member of the NEC4 drafting team which included leading the drafting of all the User Guides (28 no. books) and drafting key elements of the ECC upon which all the other NEC4 contracts were based. He has extensive experience of preparing NEC contracts including developing checklists for preparing Scope, Site Information and Contract Data that formed the base of the NEC4 User Guides.

Tim was the lead drafter for the NEC ECC Hong Kong Edition published in July 2023. He is currently working with the Hong Kong Government’s Development Bureau leading the drafting of the NEC TSC Hong Kong Edition. Both contracts have been developed for use in the Hong Kong public sector.
